UNICEF, a global organization dedicated to protecting and advocating for the rights of disadvantaged children worldwide, is seeking Individual Consultants for Quality Assurance Services in Eastern and Southern Africa. The Eastern and Southern Africa Regional Office (ESARO) oversees UNICEF's operations in 21 countries, focusing on enabling children to survive and thrive, reducing stunting, improving education quality, supporting adolescent development, protection, participation, and scaling up social protection interventions.

The purpose of this Long-Term Agreement (LTA) is to ensure that evaluations meet the highest quality and ethical standards in the region. Individual consultants will review evaluation deliverables against UNICEF’s quality review templates. This includes assessing clarity of background and context, methodology robustness, adherence to ethical standards, credibility of findings, analytical scope of conclusions, operationalization of recommendations, integration of principles like Gender Equity and Disability Inclusion.

Consultants will also provide feedback on grammar, spelling, redundancy, formatting consistency while suggesting revisions if necessary. The aim is to improve the quality of reports produced at Country Offices (CO) and Regional Offices (RO). The LTA holder will engage with ESAR Regional Evaluation Advisor for contractual matters with support from an ESA Regional Focal Point.

Ideal candidates should have an advanced university degree in Evaluation or a related field with at least eight years of experience in managing evaluation projects for UN agencies or international partners. They must possess expertise in evaluating areas relevant to UNICEF’s mandate such as child protection or health. Proficiency in English is required while knowledge of French or Portuguese is advantageous. Candidates should exhibit UNICEF's core values like Care, Respect, Integrity among others.

Key Job Requirements:
  • Eight years or more of experience in managing, designing and/or implementing evaluation and research projects with/for UN agencies
  • At least 3 years' experience and capacity in providing quality and/or oversight of evaluation and research processes and outputs
  • Experience with impact evaluations is considered as an advantage
  • Advanced university degree (Master's) in Evaluation or another discipline relevant to the work of UNICEF
  • Core expertise and a deep understanding of evaluation quality and ethical issues in UNICEF areas of interventions
  • Familiarity with UN agencies' evaluation quality and ethical standards for ToRs, Inception reports, and evaluation reports
