We are currently seeking a skilled Monitoring, Evaluation, and Learning (MEL) Manager to join our team in Rwanda. Reporting to the Country Director with support from the MEL Global team, this senior position will work at the MEL system level across all projects within the country portfolio. The MEL Manager will be responsible for establishing and assuring quality project and country-level MEL systems, facilitating learning frameworks, and developing the capacity of existing M&E staff. Key responsibilities include improving data analytics capacities, enhancing knowledge management practices through change measurement strategies, and overseeing project-specific MEL activities.

The ideal candidate will have a strong background in Monitoring, Evaluation, and Learning (MEL) methodologies with at least 9 years of relevant experience in the development sector or related fields. They should possess excellent communication skills and be adept at leading collaborative processes. Fluency in English is required with French language skills highly desirable. Experience working in developing countries along with familiarity in agriculture, energy, or water sectors will be an advantage.
