The Director of Financial Planning and Analysis (“FP&A”) is a member of the Accounting Department with responsibilities related to financial analysis and support to operations management in program P&L management, adherence to budget and fulfillment of regulatory cost reporting requirements (e.g., preparation and filing of annual Consolidated Fiscal Reports (“CFR’s”).. Responsibilities include coordination with the Director of Corporate Accounting in managing the monthly financial statement closings, governance reporting, and audits for NYSARC Inc-Nassau County Chapter and its Affiliates. Oversight includes multiple financial department staff supporting the financial close and regulatory reporting. The position would be responsible for optimizing the annual budget process, development of projection modeling and annual cost reports.
The Director of FP&A operates under the guidance of the Vice President of Finance and must be a team player with good communication, analytical, computer skills and current with FASB non-profit pronouncements. These skills are required to effectively perform oversight and analyses work to support the financial statement close process, annual fiscal audits and regulatory reporting.
Primary duties and responsibilities include but not limited to
Financial Reporting & Support
Perform, oversee regular, recurring analysis over program financial activities to process adjusting/ reclassification entries in accordance with the monthly closing calendar.
Ensures appropriate, maximum program reimbursement is attained according to program costs incurred and authorized reimbursement rates.
Manage certain indirect cost allocations postings for the financial close.
Partner with the Director of Corporate Accounting to process utilization of Restricted Net assets.
Prepare monthly financial statements and narratives on program activities with an emphasis on performance and variance analysis.
Maintain continual communication with Program Directors to ensure sound fiscal management and understanding of results of operations including identifying opportunities for cost containment.
Develop financial projection models for use in managerial and governance reporting, including working closely with program staff to ensure projections data is complete and accurate.
Maintain and apply statistical reporting/ visualization aimed to provide insights into the agency’s operations.
Revenue Cycle Management
Oversee the operations of the revenue cycle department including ensuring regular reconciliations of billing, collections and aging.
Communicate with funding agencies to ensure timely collection of billed receivables.
Maintain and expand upon analysis and reporting to support the monthly financial close and reporting.
Budgeting & Analytical Support
Organize and lead the annual budgeting process for multiple entities, including devising processes and tools for use by staff assigned to manage budgets components.
Maintain cost allocation models ensuring expenditures are appropriately charged to benefiting business units.
Partner with the Director of Accounting to ensure expenditures are appropriately reported.
Respond to budget related requests including ad hoc complex analysis.
Support the preparation of grant proposals.
Evaluate and recommend technology needs and change in workflow to support the efficient expansion of data analysis for decision making purposes.
Audits & Regulatory reporting
Responsible for completion of multiple annual CFR’s.
Oversee, prepares, and submit other cost reports to state/ local government agencies required for contract reimbursement.
Partner with the Director of Corporate Accounting to satisfy auditors request to support the fiscal audits.
Prepare and file responses to OPWDD and Arc NY surveys and other informational reports.
Manage all regulatory reviews / audits.
Other
Partner with the CFO, VP Finance and Other department directors in preparing and expanding on fiscal policies and procedures documents.
Hire, train, develop and retain high performing staff.
Develop a dynamic team and cultivate a work environment that fosters teamwork.
Prepare and provide annual staff evaluations with an emphasis on supporting the staff’s continued development.
Other duties and strategic initiatives undertaken by the fiscal department.
Education and/ or experience required
Bachelor’s Degree in finance / accounting AND
10 years relevant experience, including five (5) years with multiple staff supervision preferably in a government funded agency
Considered a Plus
MBA, CFA
NYS OPWDD or Other NYS funded agency requiring a CFR filing
BlackBaud Financial Edge, Sage Intacct
Skills, Licenses and/ or competencies required
Strong knowledge of non-profit accounting pronouncements
Good Skills in Microsoft Office, Excel and Word required.
Good professional written and verbal interpersonal and communication skills – ability to relate and clearly communicate with operating management, financial staff and other departments.
Professional abilities to pay attention to detail, analyze financial data, solve financial problems, develop, and implement solutions and write procedures. Ability to initiate projects, prioritizes and complete tasks on a timely basis with minimal supervision in a fast-paced environment.
Strong work ethic exhibiting a sense of urgency in completion of tasks, willingness to work a flexible schedule, including evenings and occasional weekend work
